L’Organisation pour l’interdiction des armes chimiques (OIAC) a condamn\u00e9, dans son premier rapport de la Secr\u00e9tairerie Technique, le r\u00e9gime de Bachar el-Assad pour l’utilisation d’armes internationalement interdites dans la campagne de Hama en <\/strong>2017.<\/strong><\/p>\n\n

<\/strong>Dans un communiqu\u00e9 dat\u00e9 du 8 avril, Santiago Onate Laborde, le coordinateur de l’\u00e9quipe d’enqu\u00eate de l’Organisation pour l’interdiction des armes chimiques (OIAC), a affirm\u00e9 que son \u00e9quipe avait des raisons valables de croire que les responsables de l’utilisation du sarin comme arme chimique \u00e0 Khan Sheikhoun (province de Hama) les 24 et 30 mars 2017, ainsi que du chlore le 25 mars 2017, \u00e9taient des individus affili\u00e9s aux forces a\u00e9riennes syriennes.\u00ab\u00a0.<\/strong> <\/p>\n\n

Le groupe a confirm\u00e9 que le bombardement avait \u00e9t\u00e9 effectu\u00e9 \u00e0 l’aide d’a\u00e9ronefs militaires de type \u00ab\u00a0Su-22\u00a0\u00bb et d’un h\u00e9licopt\u00e8re appartenant \u00e0 la force a\u00e9rienne syrienne, visant un h\u00f4pital et ses environs dans la ville. Cette attaque a entra\u00een\u00e9 des blessures chez environ 50 personnes souffrant d’\u00e9touffement..<\/strong> <\/p>\n\n

En accord avec la r\u00e9solution adopt\u00e9e lors de la Conf\u00e9rence des \u00c9tats parties le 27 juin 2018, le Secr\u00e9tariat technique est tenu de pr\u00e9senter des rapports sur les enqu\u00eates de l’\u00e9quipe d’investigation au Conseil ex\u00e9cutif de l’Organisation et au Secr\u00e9taire g\u00e9n\u00e9ral des Nations Unies pour examen. Il doit \u00e9galement conserver les informations et les transmettre \u00e0 l’organe d’enqu\u00eate \u00e9tabli par l’Assembl\u00e9e g\u00e9n\u00e9rale des Nations Unies en vertu de la r\u00e9solution 71\/248 {2016}, ainsi qu’\u00e0 toute entit\u00e9 d’enqu\u00eate pertinente relevant des Nations Unies. En cons\u00e9quence, l’\u00e9quipe d’enqu\u00eate a cherch\u00e9 \u00e0 compiler ce rapport et les informations connexes de mani\u00e8re \u00e0 les rendre utilisables par ces entit\u00e9s <\/strong><\/p>\n\n
