Le 12 avril 2021, l’Organisation pour l’Interdiction des Armes Chimiques (OIAC) a rendu public son deuxi\u00e8me rapport. Ce rapport a \u00e9tabli que le r\u00e9gime d’Assad \u00e9tait responsable de l’utilisation d’armes chimiques lors d’une attaque a\u00e9rienne qui a cibl\u00e9 la ville de Saraqib le soir du 4 f\u00e9vrier 2018. L’organisation dont le si\u00e8ge se trouve \u00e0 La Haye aux Pays-Bas a publi\u00e9 le deuxi\u00e8me rapport de son \u00e9quipe d’enqu\u00eate charg\u00e9e d’identifier les entit\u00e9s ayant utilis\u00e9 des armes chimiques en Syrie. Ce rapport a imput\u00e9 \u00e0 l’arm\u00e9e du r\u00e9gime syrien la responsabilit\u00e9 de l’usage de ces armes prohib\u00e9es.<\/strong><\/p>\n\n

Le rapport de l’organisation est issu des enqu\u00eates de l’\u00e9quipe internationale, comprenant des entretiens avec des t\u00e9moins pr\u00e9sents sur les lieux au moment de l’incident, ainsi que l’analyse d’\u00e9chantillons et de r\u00e9sidus collect\u00e9s sur les sites de l’attaque chimique. De plus, il a examin\u00e9 les sympt\u00f4mes signal\u00e9s par les victimes et le personnel m\u00e9dical, tout en \u00e9tudiant des images et des photos satellite. Le rapport a \u00e9galement inclus des consultations approfondies avec un groupe d’experts.<\/strong><\/p>\n\n

Le rapport a \u00e9tabli que, selon ses conclusions, un h\u00e9licopt\u00e8re militaire affili\u00e9 \u00e0 l’arm\u00e9e du r\u00e9gime syrien a largu\u00e9 au moins un cylindre dans la partie orientale de la ville de Saraqib. Ce cylindre a explos\u00e9, lib\u00e9rant du gaz de chlore toxique sur une large zone et provoquant 12 bless\u00e9s. <\/strong><\/p>\n\n
